2022-23 Gender-based analysis Plus (GBA+)

Section 1: Institutional GBA+ Governance and Capacity

Governance:

The Military Police Complaints Commission of Canada (the Commission) is in its third year of its GBA+ Strategy in 2022‑23. In terms of governance, all decisions regarding approach and implementation are made by the Chairperson who is the Deputy Head. The Champion is the General Counsel and Senior Director of Operations which ensures a link to the mandate. Within Operations, the Registrar is a focal point, given that this role interacts with the public and users of the Commission. Furthermore, the Senior Director of Corporate Services is another focal point, given that this role is also the head of human resources which is a key area for the application of GBA+. The Commission is a micro-organization and GBA+ is managed at the Executive level but most employees are engaged in various working groups and committees at which GBA+ issues are discussed.

Capacity:

This fiscal year, in accordance with previous plans, the Commission required GBA+ training of key staff and hired a summer law student to assist with research and analysis on how best to collect identifying information about GBA+ identity factors as well as to assist with a Privacy Impact Analysis of the proposed approach and provisional identity factors. The Commission has included GBA+ training in its 2023‑24 mandatory training curriculum for employees.

After the new Chairperson was appointed in December and onboarded in January, the proposed approach and identity factors were presented to her for review. By the end of the fiscal year, the Chairperson revised the proposed approach and provided instructions for a way forward in 2023‑24 which will include a Privacy Impact Assessment of the new approach as well as a consultation with Women and Gender Equality Canada.

Section 2: Gender and Diversity Impacts, by Program

Core Responsibility: Independent Civilian Oversight of the Military Police

Program Name: Complaints Resolution

Program Goals: To collect identified GBA+ identity factors and develop a new GBA+ plan.

Target Population: All Canadians

Specific Demographic Group Outcomes: The program currently collects insufficient GBA+ data to enable it to monitor and/or report program impacts by gender and diversity.

GBA+ Data Collection Plan:

The Commission began to map available information and statistical data that is related to GBA+ identity factors and developed a proposal for the collection of data from users. A Privacy Impact Assessment accompanied the proposal to the Chairperson. By the end of the fiscal year, the Chairperson approved a revised approach which will require elaboration and its own Privacy Impact Assessment in 2023‑24. A key decision made this year was that the information would be collected separately from the complaint and review process itself in order to further maintain the trust and protect the privacy of those providing information to the Commission.

The program currently collects insufficient GBA+ data to enable it to monitor and/or report program impacts by gender and diversity.

Finally, the Commission will start to include considerations of GBA+ identity factors in its Annual Report for the year 2024 and will review its investigation guidelines to ensure that GBA+ considerations are integrated in investigations and reports by March 2025.
