On April 23, 2009, the Commission issued its Final Report in respect of its public interest investigation into the above-referenced conduct complaint. At that time, the report contained numerous redactions which had been requested by the Department of National Defence (DND) and the Canadian Forces (CF) on grounds of operational security or other privilege or immunity from disclosure.
While the Commission was not in agreement with the redactions, in the interests of timeliness, it decided to issue the report at that time, while pursuing a discussion and reconsideration of the redactions with DND/CF. As a result of the ensuing discussions with DND/CF representatives, the Commission is pleased to have been able to significantly reduce the extent of the redactions in the report. Please find attached a copy of this less redacted version of the report. This version of the report will shortly be made available to the public, by posting on the Military Police Complaints Commission web site at www.mpcc-cppm.gc.ca.
