Key priorities

The Military Police Complaints Commission of Canada (MPCC)’s top priorities for 2025-26 are as follows:

To effectively fulfill its core responsibility of providing Independent Oversight of the Military Police, the MPCC has developed a comprehensive plan centered on key priorities. These priorities are essential for enhancing the quality and efficiency of its oversight mandate.

  • Timeliness and efficiency: Over the past three years, the MPCC has experienced an increase in both the complexity and volume of complaints it receives. In response, the MPCC is committed to continue implementing strategies that streamline its investigation processes and optimize decision-writing, ensuring outcomes are clearly articulated and understood. Additionally, it will explore case management tools to enhance operational efficiency and ensure timely processing of complaints.
  • People-centric services: To strengthen access to justice, the MPCC emphasizes delivering people-centric services. This includes adopting a trauma-informed approach when interacting with users and recognizing the diverse backgrounds and experiences of those who engage with the organization. The MPCC will also focus on broadening outreach efforts to ensure that information about its mandate is disseminated widely and effectively. To reinforce inclusivity, the MPCC plans to increase use of plain language in all communications.
  • Strengthen independent civilian oversight of military police: Despite the pressing need for strengthened oversight mechanisms, no significant legislative changes have been made to the National Defence Act to improve civilian oversight of the military police. This gap has posed significant challenges for the MPCC in its efforts to maintain pace with other civilian police oversight bodies across Canada, particularly the Civilian Review and Complaints Commission for the Royal Canadian Mounted Police, which served as a model for the MPCC’s creation. To address this issue, the MPCC is determined to propose solutions to modernize the oversight legislative scheme ensuring that military police conduct is subject to effective independent civilian oversight in line with other police bodies throughout Canada.
  • Support our people: The MPCC is dedicated to fostering an inclusive, diverse, and healthy work environment that promotes productivity, stewardship, innovation, and a supportive workplace culture. To achieve this goal, the MPCC will implement a series of employee training programs and information sessions focused on key topics such as accessibility, unconscious bias, mental health, diversity, and inclusion. Additionally, the MPCC will actively promote, attract, and hire individuals from equity-seeking groups whenever feasible, ensuring that its workforce reflects the diverse community it serves.

  • Information requests pertaining to complaint files are responded to in a timely manner.
  • Military Police and the public have access to current information on the issues addressed by the MPCC.

To support its core responsibility for the Independent Oversight of the Military Police, the MPCC plans to:

  • Ensure that our interim and final reports are based on thorough investigations and prepare reports that include comprehensive recommendations which fully address the findings and other concerns raised through the complaint process.
  • Respond to information requests in a timely manner, which requires a responsive and accessible process. Thus, the MPCC will ensure timely responses to information requests, upholding standards of fairness, accountability, and public trust.
  • Ensure public access to up-to-date information, as it is essential for promoting transparency, fostering accountability and strengthening public trust in the handling of military police conduct complaints.
