Key priorities
The Military Police Complaints Commission of Canada (MPCC)’s top priorities for 2023-24 were as follows:
- Promote and ensure the highest standards of conduct by the military police, to deter interference in military police investigations and to enhance public confidence in military policing by providing independent, civilian oversight of the military police;
- Improve the Effectiveness and Efficiency of the Complaints Process by streamlining processes and leveraging technology to enhance timeliness, efficiency and fairness;
- Expand the MPCC’s Outreach program to engage with more diverse audiences;
- Continue to adjust to the future of work including by adapting to hybrid work and engaging technology;
- Foster a safe, diverse, inclusive, bilingual and healthy workplace that promotes mental and physical well-being of MPCC employees;
- Advocate for Legislative Reform to enhance civilian oversight of the military police by implementing the recommendations of the Third Independent Review Authority on the National Defence Act.
Highlights
In 2023-24, total actual spending (including internal services) for the MPCC was $5,634,282 and total full-time equivalent staff (including internal services) was 31. The following provides a summary of the department’s achievements in 2023-24 according to its approved Departmental Results Framework. A Departmental Results Framework consists of a department’s core responsibilities, the results it plans to achieve and the performance indicators that measure progress toward these results.
Core responsibility 1: Independent Oversight of the Military Police
Actual spending: $3,321,981 in 2023-24
Actual human resources: 15 full time employees in 2023-24
Departmental results achieved
- Final Reports provide sound findings and recommendations and are issued in a timely manner: Despite challenges this year, the MPCC met or exceeded two of its three target results indicators under this category. Notably, no final decisions were overturned by the Federal Court, and 70% of Interim Reports were issued within 18 months of receiving substantial disclosure. However, the target that was not met was the percentage of recommendations from investigations of conduct or interference complaints accepted by the Canadian Forces Provost Marshal (CFPM). The MPCC has no control on whether the CFPM accepts MPCC recommendations.
- Information requests pertaining to complaint files are responded to in a timely manner: The MPCC surpassed its target result by responding to 95% of requests for information within 48 hours.
- Military Police and the public have access to current information on the issues addressed by the MPCC: The MPCC exceeded all three of its target results indicators: making quarterly updates of MPCC findings and recommendations through case summaries and Final Reports; conducting outreach presentations; and achieving a high percentage of positive feedback on these presentations.
